1) Urban Size
  1. Population: the population of permanent urban residents is 5.3 million and is expected to keep within 5.7 million in short-term period and 6.5 million in long-term period; the population of present registered urban residents is 4.0952 million, and is expected to keep within 4.5 million in short-term period and 5.3 million in long-term period; the population of urban residents is 3.13 million, and is expected to keep within 3.62 million in short-term period and 4.45 million in long-term period; the population of downtown residents is 2.93 million, and is expected to keep within 3.36 million in short-term period and 4.05 million in long-term period.
  2. Land using: the land area in downtown area is 256.53 sq km and should be controled within 305 sq km in short-term period and 370 sq km in long-term period; the land for the six groups should be controled within 22.98 sq km in short-term period and 30.98 sq km in long-term period.

2) Urban Layout Structure
  1. Direction of urban development: urban expansion to the east; tourism expansion to the west; development along riverside and cross the river. "Southern Extension, Northern Transferring, Eastern Expansion and Western Precedence" is the urban spatial development strategy, with which comes the structure "East active, West Peaceful, South New, North elegant and Middle Prosperous".
  2. The urban layout: from the group with old city as the core to the network-based cluster-groups with Qiantang River as the axis to develop along and cross it. With point-axis expansion strategy and green ecological space between groups, the open-space structure “One Main City, Three Sub-cities, Double Cores, Double Axes, Six Groups and Six Eco-belts” is formed.
  3.Functions of cluster-groups and land using organization:
    ● Inner areas: One main city and three sub-cities: Jiangnan subcity, Linping subcity and Xiasha subcity. Those areas are for living, administration, commercial finance, tourism, technology, education, entertainment, urban-based and high-tech industries, gradually become the image of Hangzhou.
    ① Main City: composed of Shangcheng District, Xiacheng District, Xihu District, Gongshu District and Jiang’gan District; the center of politics, economy, science and education, information, culture and tourism in Zhejiang. The middle and south area is for business and residential living; north area for industry, storage and logistics; east area for transport and municipal facilities; west area for education, research and residential living; lakeside area for tourism and commerce; riverside area is the new center (business center) of the city. The planning population is expected to reach 1.85 million and construction land 167 sq km.
    ② Jiangnan subcity: composed of Binjiang District, Xiaoshan District and riverside district which are based on high-technology industrial park. It’s a modern Sci-Tech Park and urban business center. Riverside area is for residential living and civic building and business; south area for commercial and residential uses; east and west for industry and education. The planning population is expected to reach 1.1 million and construction land 102 sq km.
    ③ Linping subcity: composed of Linping downtown, Canal Town. It’s a comprehensive industrial district, especially the modern manufacturing industry. North area is for industry and living service; middle area for civic buildings and residential living; south area for logistics. The planning population is expected to reach 0.5 million and construction land 46 sq km.
    ④ Xiasha subcity: composed of Xiasha, Jiubao, Qiaosi. It’s a comprehensive new district based on Economic and Technological Development Park and High-education Zone. North area is for education and scientific research; south and west areas are for industry; middle and east riverside areas are for living. The planning population is expected to reach 0.6 million and construction land 54 sq km.
    ● Six cluster-groups: divided into north and south areas—north area: Tangqi, Liangzhu and Yuhang groups; south area: Yipeng, Guali and Linpu groups. Depopulate the population of the inner areas and expand its industry functions to form an area with both cities and towns; an independent, fully functional area with Jobs-housing balance, perfect facilities and beautiful environment.
    ① Tangqi cluster-group: As the supporting service base of leisure sightseeing in north area, Yuhang Economic Development Zone (Linping Industrial Park) and Qianjiang Economic Development Zone, it is a historical and cultural reserve at provincial level. East area is for living; west for industry. The planning population is expected to reach 0.04 million.
    ② Liangzhu cluster-group: With the theme of Liangzhu Culture and eco-agriculture, it’s a culture and leisure tourism base in urban northwestern area. Protect Liangzhu Cultural Sites strictly; Control the population and construction land reasonably. North area is Liangzhu Cultural Sites reserve; west and southeast area for living; southwest area for eco-agriculture tourism. The planning population is expected to reach 0.04 million.
    ③ Yuhang cluster-group: It’s the residential area and high-education research base in urban western area. West area is for living; south area is the leisure center; east area for education and scientific research. The planning population is expected to reach 0.07 million.
    ④ Yipeng cluster-group: It’s a large-scale comprehensive industrial development base in urban eastern area. East and west areas are for industry; west and southwest area for living; north and east riverside area for eco-tourism. The planning population is expected to reach 0.16 million.
    ⑤ Guali cluster-group: It’s a comprehensive industrial zone of port industry, textile industry, garment processing and center of regional logistics. North area is for industry and logistics; south area for living. The planning population is expected to reach 0.05 million.
    ⑥ Linpu cluster-group: It’s the main base of future high-tech industrial development in urban south area. North area is for living and south area for High-tech Park. The planning population is expected to reach 0.04 million.
    ● Six eco-belts: they are the green open space between groups and downtown area like the mountain, green land (farmland), river and etc. Define sensitive ecological areas; avoiding contiguous urban development affects the ecology, landscape and the urban environmental standards. The six eco-belts are as follows:
    ① Soul Mountain, Long Dock, Wuchao Mountain Scenic Area - West Lake scenic area;
    ② Jing Mountain Scenic Area-- Flood Detention Area of North and South Lake--Xianlin, Xixi Wetland Scenic Area;
    ③ Chao Mountain Scenic Area - Mid-Mountain, Gaoting Mountain, and Yellow Crane Mountain Scenic Area – Pengbu eco-transport;
    ④ Shiniu Mountain Scenic Area – Xiang Lake travel resort;
    ⑤ Qinghua Mountain Scenic Area-- Hangwu Mountain-- New Street Afforestation Industrial Park (large base for plantlet);
    ⑥ Wetland in eastern Qiantang River-- eco-agricultural areas.
    ● Double cores and axes: Double cores—Lakeside area and Wulin Square area—cultural services center of tourism and commerce; Riverside area— a new center combined with north coast of Qiantang River New City and south coast of the Qiantang River Century City. Double axes— East-west axis: an urban eco-axis with Qiantang River as the center; north-south axis: an urban development axis with the main city and Jiangnan Subcity as the center.
