Urban Infrastructure

1) Water Supply Project: pursuing the principle of “to protect and rationally utilize water resources, to tap new water resources while saving the existing”, set up reliable water sources and build a complete water supply system, in which the volume, quality and pressure of water and the safety of water all reach a new level, greatly pushing forward the integration of urban and rural water supply. The maximum daily capacity of water supply will be 3,500,000 cubic meters, with 2,300,000 cubic meters per day for Jiangbei (the northern area on the Qiantang River) and 1,200,000 cubic meters daily for Jiangnan (the southern area on the Qiantang River).

2) Sewage Project: intensify the treatment of key pollution sources, build up a system for collecting, conveying, handling and discharging urban sewage, adhere to the national environmental standards for sewage discharge and put control on the total volume of water pollutants. Actively carry forward the practice of recycling of sewage and strengthen the comprehensive improvement of water to actualize the regulated goals for water quality. The quantity of sewage is 2,600,000 cubic meters per day with 1,400,000 cubic meters per day from Jiangbei, and 1,200,000 cubic meters daily from Jiangnan (including industrial sewage from each town).

3) River Treatment and Rainwater Project: treat the rivers in accordance with the policy – “sewage intercepting, dredging, bank reveting, water conducting, beautifying and managing”, forming a rainwater discharging system combing rivers with water ducts (channels); by implementing this, the city’s capability of flood draining and disaster combating will be notably advanced; the water quality of rivers will meet the regulated standards, turning rivers into the green corridors for the city.

4) Energy Project: build up a modern electricity grid of adequate capacity, rational wiring, advanced equipmentation, high automation, flexible scheduling and safe operation that is in compliance with high economic and technological norms, capable of satifying the socio-economic development. Optimize the structure of fuel gas sources, forming an urban gas supply system with natural gas taking the leading part; speed up the pipelining of gas supply service, completing the system of gas distribution, storage and supply, and service assurance. The policy of “distributing rationally, generating power based on the demand for heat, purifying gas, being economically feasible, and co-producing heat and electricity” should be adhered to.

5) Post and Telecommunications, Radio and Television Project: construct moderately ahead-of-the-time urban information and communications facilities which are nationally first-class and internationally advanced on the whole, forming a communications network system covering the entire city; lift the ability of mail transiting and handling, and improve district level post offices according to state standards; rebuild and construct cable radio and television network with high standards.

6) Environmental Sanitation Facilities: reduce, recycle and decontaminate urban domestic wastes; bring the collection, transportation, handling and comprehensive utilization of domestic wastes to a civilized, scientific and advanced level.
