Urban system

1) Strategic goal: an open, effective, balanced and sustained competitive urban system depends on counties (cities at county level) with a central city as its core, central towns as its backbone, and average towns as its base.

2) Population and urbanization level: the population of existing registered urban residents (2005, as below) is 6.6045 million, and is expected to reach around 7.15 million in short-term period and 8.2million in long-term period; the population of existing permanent residents is 7.507million, and would reach 8.15 million in short term period and 9.3million in long term period. Existing urbanization level has reached 62.1 percent, and the figure will increase to 70 percent and 84 percent in the short term period and long term period respectively.

3) Structures of urban levels and functions: set up four levels in urban system with one central city in urban area , five central towns in counties (city at county level); eighteen local central towns or city clusters, sixty average towns.

4) Layout and structure of the urban space: form the urban layout and structure of one centre with two circles, three axles with two connections, and one ring with multiple spots.

5) Infrastructure, social facilities, eco-environment protection: balance the construction of the infrastructure such as traffic, water supply, sewage drainage, power, communication with urban layout to form a good infrastructure net with appropriate layout and advanced facilities; build up the urban-rural social facility system with good layout, full application, effective service; strengthen the ecological construction and environmental protection; take great importance to the protection of historical and cultural heritage sites also natural scenic resources.
