Layout of Main Urban Constructable Land

1) Layout of Residential Land and Housing Construction
  In compliance with the objective - "Residents own their own homes", and by focusing on the people, Hangzhou will create a livable environment and therefore establish the “Living in Hangzhou” brand. New quarters will be developed in tracts. However, the existing urban area will be upgraded with its focus on the improvement of its structure and supporting facilities, to enhance residents’ living quality. The construction of houses meeting the needs of the extensive public will be considered as the main concern, in which special attention will be paid to the houses that low and moderate income families can afford. A guarantee system for housing supply will then be established incorporating multiple forms of housing, including commercial flats, economically affordable houses and low rent housing, etc. Emphasis will be laid on the construction of buildings for the old residents, and the redevelopment of “villages in the town” will be accelerated.
  Main city: set up five residential sections including Chengzhong (center of city), Chengdong (east of city), Chengnan (south of city), Chengxi (west of city) and Chengbei (north of city) sections; 53 residential quarters in total. Low standard residential quarters in old urban areas will be remolded. Major efforts will be devoted to the development of east and north residential sections.
  Jiangnan subcity: form basically the three residential sections of Chengxiang, Chengbei and Binjiang; 12 residential quarters in all.
  Linping subcity: shape up mainly the three residential sections of Linping, Yunhe and Xingqiao; 10 residential quarters totally.
  Xiasha subcity – Be configured primarily as a residential area incorporating industrial area and higher education zone. This area will be divided into east and west residential sections with a total of 10 residential quarters.
  Surrounding cluster-group: in conformity with the policy of combining the development of new quarters with the upgrading of old urban area, residential quarters that fit the population size will be built respectively in the surrounding clusters of Tangqi, Liangzhu, Yuhang, Yipeng, Guali and Linpu, etc.

2) Land for Public Facilities
  1. Public centers: build a muliti-level, multi-centered, diversified and networked urban public center system, with two city level centers as the main part, three subcity centers and fourteen district level (city cluster) as the backbone, residential quarter level centers as the fundamental and community network as the supplement.
  ① City level public centers:
   ● Re-develop Yan’an Road and the area near the West Lake – central tourist and business district: the area to the west of Zhonghe Road, to the south of North Ring Road, to the north of Hefang Street and to the east of the West Lake, playing functions of business, tourist service and cultural entertainment, etc.
   ● Establish new urban centers (Qianjiang New CBD and Qianjiang Century CBD) – central business districts: the riverside area on both banks between Xixing Bridge and the Second Qianjiang Bridge, playing, as an regional business center, the functions of administrative officing, financial trade, conference exhibition, cultural entertainment and tourist service, etc. Reserve construction land for future urban CBD on the south bank of the Qiantang River while mainly take control measures on this area in the short run.
  ② City level subcenters: mitigate the load of city level public centers, extending service functions of subcenters. Furtherly improve the area around Shixin Road in Xiaoshan and the central area in Linping, and develop urban subcenters such as the central area of Xiasha subcity.
  ③ District level and city cluster centers: focus on the construction of the district level centers such as Hangzhou Railway Station area, East Railway Station area, Binjiang No.5 block, Maiyu Bridge-Daguan-Gongchen Bridge, Binsheng Road middle section, Qingchun Road east section, Wensan Road west section and Sandun, etc. and city cluster centers including Tangqi, Liangzhu, Yuhang, Linpu, Guali and Yipeng.
  ④ Residential quarter level centers: combine the development of new areas with the updating of old urban areas, improve the supporting facilities in residential quarter level centers, and fully ensure the coverage of public service facilities to facilitate residents’ everyday life as much as possible.
  2. Culture, education health and sports: optimize structure, proportion layout, project key tasks and distribute in different levels to construct a three level – municipal (provincial), district and subdistrict (community) – network of cultural and sports facilities. Reasonably schedule education facilities, adjust structure and optimize distribution to build a multi-level, multi-form and reasonably-structured higher education system. Set up a “reasonably-structured, full-functioned, well-stratified and covering both rual and urban areas” medical and health system. Strengthen the construction of sports facilities. Construct a crop of landmark sports venues to perfect district level sports centers.
  3. Characteristic commercial streets: construct characteristic commercial streets integrating functions of shopping, tourism, entertainment and culture, to interact with the development of tourism. Plan the construction of Hubin Tourist and Commercial Street, Qinghefang Historical and Cultural Street, Nanshan Road Leisure Street, Silk Street, Xingyifang Canal Culture Street, Sijiqing Clothing Street, Wulin Road Women’s Fashion Street, Wensan Road Electronic and Information Street, and Meijiawu Tea Culture Village, etc.

3) Industrial Land
  The layout of industrial land should be achieved by integrated planning and reasonable distribution, which parallels with the improvement of environmental quality, the maximization of land effectiveness, and the optimization of industrial structure.
  1. Main city: mainly for the area to the south of Shixiang Road, gradually move out those traditional industrial enterprises that cause contamination and affect the functioning of the main city, and moderately develop pollution-free high technology industries and urban industries.
  2. Jiangnan subcity: develop electronic, information industry and software industry with new and high technology industries as the lead, based on Binjiang New and High Sci-Tech Park and Xiaoshan Economic and Technological Development Zone (Qiaonan Block); moderately develop light industries and mechanical industries, relying on existing key enterprises; gradually adjust industrial land within the forward Xiaoshan Economic and Technological Development Zone (Shibei Block); gradually adjust polluting industrial enterprises in Xiaoshan urban area that affect the normal functioning of Jiangnan subcity; intensify our efforts to control and treat pollution in Puyan Chemical Industrial Zone and gradually relocate this zone into the planned chemical industrial zone.
  3. Linping subcity: form a large comprehensive industrial base which integrates Yuhang Economic Development Zone (Linping Industrial Zone) with Hangzhou Qianjiang Economic Development Zone, to develop industries featuring low energy and water consumption and advanced technology, such as textile industry, clothing industry, light industry, mechanical and electrical integration industry and food industry, etc.
  4. Xiasha subcity: form a large comprehensive industrial base which integrates Hangzhou Economic and Technological Development Zone with existing industrial lands in Jiubao and Qiaosi, to develop industries featuring new and high technology and high value addition, such as electronic information, biological medicine, auto parts and components, food and beverage, fine chemistry and household electrical appliance industries, etc.
  5. Yipeng cluster-group: develop a modern comprehensive industrial base with modern processing & manufacturing and fine chemical industries as the lead, supported by Hangzhou Jiangdong Industrial Park and Hangzhou Xiaoshan Linjiang Industrial Park and so on.
  6. Guali cluster-group: develop a comprehensive industrial zone around Guali Town with port-front industries, light & textile industries and garment processing industry as the lead, supported by airport, express way and the “China Textile City” of Keqiao, Shaoxing.
  7. Linpu cluster-group: plan it as a space around Linpu Town for developing new and high technological industries in the future.
  8. Tangqi, Liangzhu and Yuhang cluster-groups: mainly planned as supporting industrial land for achieving job-living balance of cluster-groups.
  9. Township industries: withdraw and integrate definitely closed township and district level industrial zones, and bring them into the overall urban planning, to converge them in characteristic industrial zones, key cultivated development zones and industrial functional blocks.

4) Storage and Logistics Land
  Social storage facilities develop towards logistics centers, whose land amalgamates with external transportation facilities, such as railway goods yards, speedways, national highways, provincial highways, quays at ports and facilities in industrial zones, etc.
  1. Logistics centers: land-water hub type logistics centers will be set up in Gouzhuang, Kangqiao and the north area of Linping subcity, supported by canal, railway and highway; land hub type logistics center will be built in the south of Linping, supported by Shanghai-Hangzhou Highway, railway yard, ring road, No. 320 National Expressway and No. 09 Provincial Expressway; Airport type logistics center will be established in the west of Guali cluster-group, supported by Hangzhou Xiaoshan International Airport, Hangzhou-Ningbo Highway, No. 104 National Expressway and ring road; other logistics centers will be constructed in the urban marginal areas including Jiubao, Linpu, Zhuantang and Qiaosi, etc., supported by main accesses of ring roads.
  2. Storage land: transfer warehouses will be scheduled on the west of Genshanmen Station, on the west of Baitianfan Station, in Xiecun Village, around the North Railway Station, on the east of Xiaoshan Railway Station and on the north of Linping Railway Station; storage areas for hazardous goods shipped by air will be set to the north of ring road and to the east of the Grand Canal; as for Jiangnan subcity, storage areas for hazardous goods will be built to the east of Zhejiang-Jiangxi Railway and to the north of Xiaoshan-Ningbo Railway. Corresponding storage land will be configured in each planned industrial zone.

5) The Development of Underground Space
  Stress will be put on the use of construction land in an intensive and frugal manner. More endeavors will be made to realize the overall development of urban underground space, enhance the land effectiveness in urban central areas, protect and ameliorate the ecological environment, and increase the environmental capacity, thus coordinating well both the on-ground and underground development activities of Hangzhou. Taking Hubin area and Wulin Square area as the central zone, the two traffic lines - north-south and west-east – as the axes, the underground space to be developed and used will connect to other urban subcenters, forming a underground network with “two centers, two axes and twelve key development zones”.
